Home Weatherization Program (HWAP)

The Ohio Home Weatherization Assistance Program (HWAP) is a no-cost energy assistance program designed to increase the energy efficiency of dwellings owned or occupied by income-eligible Ohioans, reduce participants’ household energy expenditures, and improve participants’ health and safety. HWAP is federally funded by the U.S. Department of Energy and provided to Ohioans at no cost for customers whose annual household income is at or below 200 percent of the federal poverty guidelines. Services:Safety inspection and tune-up/repair of heating units, electrical upgrade when necessary, air leakage reduction, repair/replacement of water heaters, insulate heating ducts and water heaters.
Eligibility Requirements: Homeowners and tenants are eligible if they meet HEAP, PIPP, HWAP income guidelines. All heating fuels (natural gas, propane, fuel oil, electric coal and wood) are included.Click here to download application.

Loans ranging from 0% to 3% interest are available to owner-occupants of 1-4 family dwellings who meet the HEAP, PIPP, HWAP income guidelines. Monies must be used to repair homes to code and housing quality standards.

Homeowners may obtain a low-interest rehabilitation loan at interest rates of 40% below maket rate. No income limitations. No maximum amount of loan.
Senior Housing Assistance Program (SHAP)

Small grants are available for elderly (60+) and disabled low-income homeowners who reside in and own single or two-family homes in need of critical, health, safety, and emergency maintenance repairs.
Water Conservation Program

This program offers K-line replacement, sewer line repair (street to home), and some minor plumbing repairs. Offered to owner occupants who meet the HEAP, PIPP, HWAP income guidelines.
Neighborhood Recycling

UMDC now offers nieghborhood recycling information to residents interested in being kinder to Mother Earth. The recycling program can be used in our daily lives as well as with a community clean-up. For more information on how you can make a difference, please give us a call.
Housewarming Program

Services: Safety inspection and tune-up/repair
of heating unit and/or insulation measures - attic and sidewalks.
CO alarm is installed and if necessary the heating unit will be replaced.
Then you will be referred to the HWAP for insulation.

What is HEAP?
The Home Energy Assistance Program (HEAP) is a federally funded program administered by the Ohio Department of Development's Office of Community Service (OCS). It is designed to help eligible low-income Ohioans meet the high costs of home heating. If you are eligible for assistance, the amount of your one-time HEAP benefit wilI depend on federal funding levels, how many people live with you, total household income, and the primary fuel you use to heat your home. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor).
What is the Percentage of Income Payment Plan (PIPP)?
PIPP is an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the household income. As a part of the Universal Service Fund program enabled by Substitute Senate Bill 3, the Office of Community Services will administer the PIPP for electricity customers.

Neighborhood Historic Preservation Program

The Cleveland Restoration Society helps homeowners preserve or restore their home’s original exterior appearance. Free advice provided on exterior paint color selection, porch and masonry repair, roof replacement, and more. To help make projects affordable, low interest, 12-year term historic home rehabilitation loans are available to credit worthy owners of 1 – 3 unit homes that are at least 50 years old.
