Strategic Plan & Goals


UMDC’s Defined Role in the Community

  • Meet with Councilman White to ascertain his vision for Ward 2.
  • Meet with Southeast Improvement Association and Dubois Community Center to clarify roles and explore collaborative ventures.
  • Identify 4-6 community partners that offer services critical to the area and build a working relationship with each
  • Survey community residents.
  • Mail strategic plan document to community stakeholders.
  • Adopt the Community Involvement Plan
  • Develop and implement a Neighborhood Plan.

Develop and Implement a Marketing and Communication Plan

  • Create professional marketing materials (brochure, annual report, strategic plan).
  • Produce quarterly newsletters.
  • Launch a billboard campaign.
  • Develop a PR/Marketing policy booklet with media contacts.
  • Initiate a multi-media plan for PSA’s, news stories and advertisements.
  • Hire a PR/Marketing Consultant.

Improve Fund Development Results

  • Assign grant-writing responsibilities to staff and consultant.
  • Begin board of trustees contributions program.
  • Establish business and membership contribution programs.
  • Coordinate a large annual fundraiser event.
  • Coordinate 2 small fundraiser events per year (Bingo, Vegas Night, etc.).
  • Organize an annual appeal mailing.
  • Explore alternative strategies that generate revenue.

Increase Board and Staff Capacity

  • Schedule 2-3 external trainings/workshop per year.
  • Conduct annual board and staff assessments.
  • Coordinate annual board development training session.
  • Recruit four board members.

Reactivate Board Committees

  • Establish “how to” manuals for succession planning.
  • Create “how to” manuals for staff cross training.

Create a Retail Development Plan

  • Identify available assets in service area.
  • Survey local businesses regarding expansion plans.
  • Conduct a feasibility study.
  • Exercise options on vacant land.
  • Identify and pursue retail development partners.
  • Determine appropriate staff expertise requirements for retail development.

Initiate a Comprehensive Housing Strategy

  • Build 24 Market Rate (Scattered Site) homes.
  • Build 30 CHN (Tax Credit) homes.
  • Build 5 Greenbuilt homes.
  • Initiate 15 weatherization and 75 paint programs annually for eligible residents.
  • Monitor housing code compliance on 50 homes annually.
  • Conduct Home Ownership training to establish a pipeline of 50 qualified buyers annually.

Reestablish and Strengthen Community Organizing Programs

  • Identify and train 9 community leaders.
  • Identify and catalog neighborhood issues.
  • Reestablish and/or re-connect with 30 community block clubs.
  • Implement the Community Involvement Plan.
  • Establish a Community Advisory Board and recruit 23 members
  • Seek financial support for community organizing activities.

Garner Public Sector Support

  • Develop a “target” list of key officials.
  • Continually engage targeted officials through mailings, meetings, events and calls.
  • Inform elected officials of key community issues and problems affecting constituents.
  • Research issues that are of utmost concern and priority for targeted elected officials.
  • Offer assistance and serve as a resource.
